by Harish Damodaran | New Delhi | Published: December 13 2015 1:30 am Sharad Anantrao Joshi1935-2015 Top News Sharad Anantrao Joshi is the last of the famous farmer leader trinity — Mahendra Singh Tikait and M D Nanjundaswamy being the other two — to pass away having been at the forefront of mass agitations on agrarian issue through the 1980s and 1990s The Shetkari Sanghatana he founded in Maharashtra was — just like Tikait’s Bharatiya Kisan Union in western Uttar Pradesh and Nanjundaswamy’s Karnataka Rajya Raitha Sangha — an autonomous grassroots-based farmers’ movement that kept a distance from mainstream political parties Although Joshi did form the Swatantra Bharat Paksh which allied itself with the BJP-Shiv Sena ahead of the 2004 Lok Sabha elections his influence on the ground had diminished by then But unlike Tikait and Nanjundaswamy who were fiercely anti-globalisation and whose demands were centred around more state support to farmers through remunerative crop prices or waiver of electricity/water charges Joshi was firmly committed to free-market ideology In 2005 he even moved a private member’s bill in Rajya Sabha seeking deletion of the word ‘socialism’’ from the Representation of the People Act that required parties to swear allegiance to the philosophy for obtaining registration It was consistent with his belief that the state was the problem not the solution to farmers’ woes Joshi’s primary contention was that farmers in India were contrary to popular belief victims of ‘negative subsidy’ The reason for this was that domestic prices of crops were artificially repressed by government through controls on their free movement processing or storage both within the country and for exports As a result the prices farmers received were lower than those prevailing in a free market rid of all government interventions The difference between the two represented a transfer from producers to domestic consumers — in other words a negative subsidy for the former This was not offset by the various ‘positive subsidies’ on fertiliser electricity irrigation and other inputs extended by the state The same logic also guided Joshi to take on the sugar and dairy cooperative ‘lobbies’ in Maharashtra He saw them as part of the same state-sponsored design that denied farmers the choice to freely sell their cane or milk The system of licencing restrictions on new processing capacities levies and production quotas only helped politically-connected barons while hurting ordinary ryots It wasn’t surprising therefore that Joshi was a vociferous supporter of trade liberalisation and globalisation under the auspices of the World Trade Organisation The new regime according to him worked to the advantage of Indian farmers who were fundamentally cost-competitive He also welcomed multinationals as they would bring in state-of-the-art technology establish new capacities and expand the universe of buyers to whom farmers could sell The contrast couldn’t have been sharper with Nanjundaswamy whose supporters ransacked the outlets and offices of KFC Cargill and other agribusiness MNCs during the 1990s The basic difference in ideological approach notwithstanding Joshi along with Tikait and Nanjundaswamy represented an era where farmers saw a future both for themselves and their children in agriculture made possible by the increase in crop yields from the Green Revolution and spread of irrigation Today’s farmers do not see agriculture offering the same scope for upward mobility Nor do they have leaders with the vision or capacity for mobilisation that the triumvirate had in their prime For all the latest India News download Indian Express App More Top NewsBy: Express News Service | Hyderabad | Published: November 5 2014 12:31
